The Town of Moira was taken from the Town of Dickinson on April 15, 1828. It was named after the Irish Earl of Moira. The first settlers were Appleton Foote, who was the resident land agent, and Benjamin Seeley, who stayed a couple of years and then moved to Bangor and later to Malone. Both were from Middlebury, Vermont.
In 1835, Henry N. Brush bought the mills on the Little Salmon River from Appleton Foote and Benjamin Seeley, two of the original settlers who erected them about 1803. The area soon became known as Brush's Mills. The village of Brush's Mills was officially renamed Brushton on October 1, 1877.
